    Normal overzealous response by worrywarts in public bureaucracy, yes. The shape of things to come.
    What I didn’t understand was this:

    “Other courses that can require background checks include medicine, dentistry and even speech science.”

    Speech science? What’s that about? Hoping not to train up the next Hitler?
